Ukraine strikes Russia’s Kstovo refinery in third attack in three days

A Ukrainian drone strike set fire to Russia’s Kstovo refinery, the third Russian refinery attacked in three days. The incident raises fresh questions about fuel-supply resilience and the risk of further disruption to Russian refining capacity.

The story

The Kstovo oil refinery in Russia was attacked by long-range Ukrainian drones overnight into Sunday, with the site reported ablaze. The adjacent Novogorkovskaya combined heat and power plant was also impacted, according to the report.

The facility is known as the Lukoil-Nizhegorodnefteorgsintez refinery and is located in Kstovo. It was the third Russian refinery attacked in three days, following Ukraine’s abandonment of a short-lived halt on attacks against energy sites.

The Kstovo complex is Russia’s fourth-largest refinery and its second-largest gasoline producer. Its connection to Lukoil makes any sustained disruption relevant to the company’s refining operations and to domestic fuel availability.

The immediate extent of damage, the duration of any outage and the effect on processing or gasoline production remain unclear. The incident also sits within an escalating sequence of attacks rather than an isolated strike.

The next details to watch are whether the refinery resumes normal operations, whether additional Russian energy sites are targeted and whether Moscow or Kyiv announces a change in the scope of attacks.

Our read · Sun, Nov 1

A Ukrainian drone strike set fire to Russia’s Kstovo refinery, the third Russian refinery attacked in three days.

Why. The immediate market consequence depends on how long Kstovo remains impaired and whether attacks spread across Russia’s refining network; the site is Russia’s fourth-largest refinery and second-largest gasoline producer. The absence of a named single-company equity and the uncertainty around operational damage make a directional company trade inappropriate, but fuel-supply disruption and further strikes are the key transmission channels.

Both cases

The case it holdsFurther outages could tighten Russian gasoline availability because Kstovo is the country’s second-largest gasoline producer.
The case it breaksThe immediate bear case is that the fire causes only a brief interruption and does not materially reduce refinery output.

What could change this view: A rapid return to normal operations or no follow-on attacks would remove the disruption premium; confirmed damage to additional facilities would materially change the setup.
